Step 1
Heat oven to 350°F. Line 8-inch square pan with foil, allowing foil to hang over sides of pan for easy removal after baking; spray with cooking spray.
Step 2
Press brownies evenly into bottom of pan. Bake 22 to 24 minutes or until toothpick inserted in center of brownies comes out almost clean. Cool 15 minutes; refrigerate about 1 hour or until firm and chilled.
Step 3
Let cookie dough stand at room temperature 10 minutes to soften. Crumble cookie dough evenly onto chilled brownie layer in pan. Use back of spoon or offset metal spatula to gently press cookie dough onto brownie layer.
Step 4
Remove brownies from pan, using foil sides to remove. For 16 brownies, cut into 4 rows by 4 rows; discard foil. Store brownies in refrigerator in covered container for up to 5 days.
