Step 1
Empty gelatin packet into a large mixing bowl and add boiling water. Whisk together 2 minutes, or until gelatin is fully dissolved. Add vodka and cold water. Stir.
Step 2
Pour mixture into plastic containers, shot glasses, or small paper cups aligned on a cookie sheet. Refrigerate until set (at least 3 hours or overnight).
