Place the stock or salted water into a saucepan and bring to the boil.Add the turmeric, chilli powder and black pepper and stir.Place the rice into the saucepan and stir. Reduce the heat to low and cover with the lid.Simmer gently with the lid on for 25 minutes.After 25 minutes, remove the lid and drain well.Place the rice back into the saucepan and allow to rest for 3 minutes with the lid on.After 3 minutes, fluff up the rice with a fork and season with fresh chopped herbs and salt if necessary.
