Step 1
Cook the ramen noodles according to the package directions (without using the flavor packets). Rinse with cold water, drain, and place in a bowl to chill in the refrigerator.
Step 2
Mix together the peanut butter, garlic chili oil, soy sauce, brown sugar, and lime juice in a small bowl. Mix until combined. Taste and adjust seasoning as needed.
Step 3
Remove the noodles from the refrigerator. Add the bell pepper, cucumber, and shredded carrot to the bowl.
Step 4
Pour the peanut butter mixture over the noodles and veggies and toss until well coated.
Step 5
Serve cold garnished with chopped peanuts.
