Step 1

Prepare the filling: In a large bowl, mix ground beef, minced garlic, green onion, and chopped cabbage together. Then add soy sauce, sesame oil, rice vinegar, sugar, and white pepper. Mix until well combined.

Step 2

In a cooking pan, add 2 tbsp of oil. Add chopped carrots and cook for about 2 minutes. Then add the filling and cook until meat is browned. Set it aside while you prepare the rice paper.

Step 3

Prepare a shallow dish or plate filled with warm water. Take a sheet of rice paper and dip it in warm water for a few seconds until pliable. Do not leave in water for too long as the rice paper will become too soft, making it difficult to assemble later.

Step 4

Place the soaked rice paper onto a clean surface or cutting board. The rice paper will continue to soften while you're adding the filling.

Step 5

Add a spoonful of filling onto the center of rice paper. Fold the bottom side of the rice paper toward the center to cover the filling. Then fold the sides of rice paper toward the middle. Lastly, roll the dumpling from the bottom up like a burrito. Repeat this process with another sheet of rice paper. You can use 1 rice paper sheet, but I used 2 sheets here to prevent dumplings from falling apart.

Step 6

Repeat the process with remaining rice paper and filling.

Step 7

In a pan, heat 2 tbsp of oil over medium-high heat. Pan fry the dumplings until golden brown and crispy on all sides.

Step 8

Serve the dumplings with dumpling sauce, soy sauce, or chili oil. Garnish with additional chopped onions and white sesame seeds (optional). Enjoy!
