Heat oil in large skillet over medium-high heat until shimmering. Add onion and bell pepper and cook, stirring occasionally, until softened, 5 to 7 minutes. Step 3
Remove cover and season to taste with salt and pepper. Remove and discard bay leaves. Serve with white rice and black beans.
