Step 1
Place a large skillet over medium heat. Add the vegetable oil followed by the pork, onion, garlic, oregano, cumin, paprika, sugar, salt, and pepper. Cook until the pork is browned, then add the flour and cook for 1 minute more, stirring frequently. Add the 1/3 cup water and bring to a simmer. Remove from the heat and allow to cool until no longer hot.

Brush the edges of each circle with the egg mixture. Spoon the filling into the middle of each circle and fold over. Use a fork to crimp the edges, then transfer to a cookie sheet. Brush the tops of the empanadas with the egg mixture, then bake until golden brown, about 15 minutes. Allow to cool slightly before eating.
