Preheat a grill or grill pan to medium-high. On a large plate, drizzle scallions with a bit of olive oil. Season with salt and pepper. On another plate, drizzle steaks with oil and season all over with salt and pepper. Add scallions to grill and cook, turning a few times, until tender and slightly charred in places, about 4 minutes. Remove to a work surface and let cool slightly. Add steak to grill and cook until medium rare, about 5 minutes per side. Transfer steaks to cutting board. Tent with foil and let rest, 10 minutes. Meanwhile, trim and discard the root end and thinly slice remaining charred scallions. In a medium bowl, whisk oil and vinegar until well combined. Stir in chopped scallion, mini bell pepper, parsley, garlic, and red pepper flakes. Season with salt and pepper. Slice steak and serve topped with salsa.
