In a large bowl or ziplock bag, combine soy sauce, honey, vinegar, and sesame oil. Whisk to combine, until honey is fully dissolved. Add remaining ingredients to bowl or bag. Cover or seal and refrigerate at least 1 hour, up to overnight. Flip the bag occasionally to insure even marination. To bake: preheat oven to 450°. Transfer chicken and marinade (including green onions, ginger, garlic, and jalapeño) to a large baking dish, arranging chicken pieces in an even layer, skin-side up. Bake uncovered for 23 to 25 minutes, basting halfway through until the internal temperature reaches 165 °. If you would like crisp skin, increase oven to broil on high, and broil until skin is crisp, 3 to 4 minutes more. (Watch closely; all broilers are different!)
