Preheat oven to 375F.
Step 2
Spray a 9 x 13 inch baking dish with cooking spray and set aside.
Step 3
Cook egg noodles according to the directions on the package and drain.
Step 4
Pour the cooked egg noodles into the prepared baking dish and spread them out evenly.
Step 5
Dump the lean ground beef into a a large skillet over medium-high heat and crumble it well as it cooks.
Step 6
Once the ground beef is fully cooked, drain the grease from the pan.
Step 7
Add the diced onions and diced peppers to the skillet and stir well.
Step 8
After couple minutes add the minced garlic to the skillet and stir well again.
Step 9
Continue cooking until the onions and peppers have softened.
Step 10
Reduce the heat to low and add the tomato soup to the skillet. Stir well.

Add the cream cheese cubes to the skillet and stir until the cream cheese is completely melted.
Step 12
Add the salt and pepper and stir well.
Step 13
Pour the ground beef mixture evenly over the noodles in the baking dish.
Step 14
Sprinkle the shredded cheese over the top.

Place the dish in the oven and bake the casserole until it is bubbling and the cheese on top is starting to brown. 20 - 25 minutes.
Step 16
Remove the dish from the oven and allow the casserole to rest for a few minutes.
