Step 1
Preheat oven to 350°F. Stir together mayonnaise, mustard, garlic, and lemon zest in a small bowl. Stir together butter, poppy seeds, and Worcestershire in a separate small bowl. Set aside.
Step 2
Place bottom halves of rolls in a single layer in a lightly greased (with cooking spray) 13- x 9-inch baking dish. Spread mayonnaise mixture evenly over top. Layer with ham and cheese; cover with top halves of rolls. Drizzle with butter mixture to evenly cover tops of rolls, and let stand 5 minutes.
Step 3
Cover with aluminum foil, and bake in preheated oven until cheese is melted, 15 to 17 minutes. Uncover and bake until tops of rolls are golden and crisp, 3 to 5 minutes. Cut into sandwiches, and serve warm.
