Step 1
Remove the peppers' seeds and ribs and then cut off the peppers' tops.
Step 2
Toss the ground beef, rice, onion, garlic, salt, and pepper together in a large bowl. Add in a single can of tomatoes with green chilies that has been drained. (The liquid should be saved.)
Step 3
Prepare peppers for the slow cooker by stuffing them evenly.
Step 4
Combine the second can of tomatoes with green chiles, the reserved liquid, broth, tomato paste, and brown sugar in a medium bowl. Mix with the peppers and serve.
Step 5
Prepare on high for 3–4 hours or low for 6–8 hours.
