Lightly spray the insert of a 6-quart slow cooker with cooking spray.

Season the beef with the salt and pepper. Coat the beef with 2 tablespoons of the flour.

In a large skillet, heat the olive oil over medium heat. Add the beef and sear until browned on all sides, 5-8 minutes.
Step 4
Place the potatoes, carrots, onions and garlic in slow cooker. Topped with browned beef.
Step 5
Add 2 cups of the broth, the tomato paste, diced tomatoes, Worcestershire sauce, thyme and bay leaf. Stir.
Step 6
Cover and cook on Low for 8-10 hours or on High for 4-5 hours.
Step 7
Remove bay leaf.
Step 8
In a small bowl, combine remaining 2 tablespoons of flour and ½ cup of the broth and mix well. Stir flour mixture into the stew and add the peas.
Step 9
Cover and cook on High for 15 minutes more, until the mixture thickens.
Step 10
Ladle into bowls and serve.
