Divide the fennel fronds, if using, between two ice cube trays. Fill with water and freeze until solid, 4 to 8 hours. In a highball or rocks glass, combine the vodka and watermelon juice, add the fennel ice or regular ice, and top with ginger beer. Garnish with fennel fronds or dill, if using.
