Step 1

Put all ingredients in a saucepan and simmer.Stir to make sure sugar dissolves completely.

Step 2

Take off heat and steep for 10 minutes.

Step 3

Strain and pour syrup into an airtight container.Use a mesh strainer to separate the lavender flowers and buds from the syrup. The syrup will keep for up to 2 weeks in the refrigerator.
