In large bowl, toss peppers, onion, lime zest and juice, cumin, 1 tablespoon oil, ¼ teaspoon garlic, ½ teaspoon salt and ¼ teaspoon pepper. Air-fry at 400°F, shaking occasionally, 10 min. Meanwhile, rub steak with remaining 2 tsp oil, then season with ancho chile powder, remaining ¼ teaspoon garlic and ½ teaspoon each salt and pepper. Push vegetables to 1 side of air fryer and add steak to other side. Air-fry, flipping once, to desired doneness, 10 minutes for medium-rare. Transfer steak to cutting board and let rest at least 5 minutes before slicing. Toss vegetables with cilantro. Fill tortillas with steak and peppers, then top with sour cream, sprinkle with cilantro and serve with lime wedges if desired.
