Step 1
Brown meat in a large wok or skillet, remove and drain; set aside.
Step 2
To the same skillet, add 1 tablespoon of the sesame oil and heat over medium high. Add green onion and carrots and stir fry for 2 minutes, stirring constantly.
Step 3
Add the garlic and cabbage and stir fry another 2 minutes. Add the cooked rice, soy sauce and remaining sesame oil; stir fry for another 2 minutes.
Step 4
Add the cooked ground beef back to the skillet, sprinkle with the salt, pepper, ginger and red pepper flakes and toss until heated through.
Step 5
Taste, adjust seasonings and add additional sesame oil to taste, if desired.
