Preheat oven to 350 degrees

Heat a large skillet over medium-high heat. Add in the beef breaking it apart as it cooks. Once cooked through remove from the skillet.

In same skillet over medium heat add in the oil and onions, cooking for 5-7 minutes.

Add in the garlic, quinoa/rice, water, tomato sauce, Worcestershire sauce, salt, black pepper and Italian seasoning along with the ground beef back into the pan and mix it all together.
Step 5
In a baking dish, add enough beef broth to create an inch+ of fluid in bottom of pan. Then add bell pepper halves and fill with ground beef mixture.
Step 6
Wrap baking dish with foil and bake for 60 minutes or until desired tenderness of the pepper
