Preheat your oven to 425

Brown your ground beef with garlic and drain
Step 3
In a large bowl, mix all ingredients together, except for 1 cup of shredded cheese and pour into lightly greased 9 x 13 baking dish

Top all the ingredients with your remaining cheese
Step 5
Place dish in oven and cook for 20-25 minutes until cheese is bubbly and tots are cooked through
