Step 1
Cook the bacon in a large skillet over medium heat until it is crisp. Remove the bacon from the skillet and place it on a paper towel to drain. Keep 2 tablespoons of the bacon drippings in the skillet.

Add the chopped pepper, celery, and onions to the skillet with the bacon drippings. Sauté the vegetables until they are almost tender.
Step 3
Stir in the rice, water, and seasonings. Cover the skillet and simmer the mixture for 10 minutes.
Step 4
Add the drained black-eyed peas and cooked bacon to the skillet. Simmer the mixture for an additional 10 minutes.
Step 5
Discard the bay leaf before serving and enjoy!
