Step 1
Preheat oven to 350 degrees F and spray a 9x13-inch casserole dish with cooking spray.
Step 2
In a large skillet set over medium heat, saute bell pepper, onion, and garlic in the oil, stirring frequently for about 5 minutes until vegetables are soft. Add chili powder and stir 1 more minute, then add soup and tomatoes and cook, stirring until mixture is bubbling hot.
Step 3
Place half of the tortilla strips into the bottom of the casserole dish and top with half of the chicken, half of the skillet contents, then half of the cheese. Repeat layers with remaining tortilla strips, chicken, sauce, and cheese.
Step 4
Bake for about 30 minutes, until casserole is bubbly and cheese is melted.
