Step 1

Put the water, rice, and cinnamon stick in a medium-size heavy saucepan set over medium-high heat. I dust the top with some ground cinnamon.

Step 2

Bring to a boil, uncovered, and cook until the rice is tender; about 18 minutes.

Step 3

Strain out the liquid. Discard the cinnamon stick and reserve the rice.

Step 4

Return the rice to the saucepan. Stir in the evaporated milk.

Step 5

Then stir in the condensed milk.

Step 6

Next, stir in the whole milk.

Step 7

I dust the top with some ground cinnamon.

Step 8

Continue cooking over medium-high heat until the mixture comes to a boil. Reduce the heat to low and cook uncovered, stirring frequently, until the mixture is thick (about 20 minutes).

Step 9

Turn off the heat. Add the raisins and stir well.

Step 10

Transfer the pudding to a serving bowl, Dust the top of the pudding with ground cinnamon and serve.
