Step 1
Preheat oven to 350˚F and grease a 9x5x2 3/4 loaf pan.
Step 2
In a bowl, mix flour, baking powder, and salt. Set aside.

In a separate large bowl, beat sugar, butter, and eggs together. Stir in milk, carrots, and lemon peel. Add flour mixture to wet ingredients and stir until flour is moistened.
Step 4
Set aside 2 Tablespoons of walnuts for the top of the loaf. Stir the remaining walnuts and raisins into the bread batter and add to the greased loaf pan. Sprinkle with reserved walnuts. Let stand for 10 minutes.
Step 5
Bake below the center of the oven at 350˚ F for 50-60 minutes or until a tooth pick inserted in the center comes out clean. Remove from the oven and let it stand in the pan for 10 minutes. Turn onto a wire rack and let cool.
