Mix the flour, salt, oil and water in a bowl.

Knead it on a flat surface for 5 minutes, dipping hands in flour to avoid them sticking.

Shape into a log and divide into 4 pieces. Roll each piece out into a circle. Set aside.

Combine mince, onion, 1 teaspoon of oil, salt and pepper in a bowl.

Add ¼ cup of water to make the mixture of liquid consistency.
Step 6
Place 1 tablespoon of the filling just off centre on a dough circle. Fold and cut edge with a plate.
Step 7
Heat a large amount of oil in a 27 cm saucepan over low heat then up slightly.
Step 8
Fry chebureki on each side for approximately 3 minutes until golden.
