Step 1
In a mixing bowl, combine shrimp, cabbage/carrot, garlic, ginger, green onions, soy sauce, sesame oil, and pepper. Mix thoroughly.

Place 1 tbsp of filling near one edge of the wrapper. Fold in the sides and roll tightly. Seal with water.
Step 3
Heat oil to 350°F (175°C). Fry rolls in small batches until golden brown and crispy (3–4 minutes).
Step 4
Drain on paper towels and serve hot with dipping sauces.
