Preheat oven to 350.

Brown the ground beef, drain and set aside.

Peel potatoes, slice and set aside.

Combine cream of mushroom soup, milk, onion powder and garlic powder in a medium bowl.

Stir until blended and set aside.
Step 6
Grease a 9x13" baking dish.

Layer about 1/2 the potatoes on the bottom.
Step 8
Top with a layer of about 1/2 the beef.

Then layer 1/2 the soup and 1/2 the cheese.
Step 10
Repeat another set of layers of potatoes, beef and soup.
Step 11
Cover with foil and bake for 90 minutes.
Step 12
Check to make sure potatoes are tender. If not, re-cover and bake another 15 minutes.
Step 13
Remove foil and top with remaining cheese.
Step 14
Bake 15 more minutes.
Step 15
Allow it to sit for 8-12 minutes to firm and cool slightly.
