Step 1

In a medium mixing bowl, combine the beef, the pepper, 1 tablespoon of the soy sauce, the cooking wine, 1/2 tablespoon of the cornstarch, and 1 tablespoon of the olive oil until evenly coated.

Step 2

Set the beef aside and allow it to marinate for at least 10 minutes.

Step 3

Heat 1 tablespoon of the olive oil in a large skillet over medium-high heat until the oil sizzles, about 2 minutes.

Step 4

Add the marinated beef to the oil and stir-fry until nicely browned on all sides, about 3-4 minutes.

Step 5

Add the garlic and the ginger to the beef mixture and sauté together until fragrant, about 1 minute.

Step 6

Transfer the beef mixture to a plate.

Step 7

In another bowl, whisk the remaining soy sauce, the vinegar, the sugar, the remaining cornstarch, and the sesame oil together until the sugar and the cornstarch fully dissolve.

In the same skillet over medium-high heat, add the remaining olive oil, the broccoli, and the sauce mixture.

Step 9

Cover the skillet and let the broccoli simmer, stirring occasionally, until tender, about 2-3 minutes.

Step 10

Return the beef to the skillet and stir well to combine.

Cook the stir-fry mixture until evenly coated with the thickened sauce, about 1 minute.

Step 12

Sprinkle the sesame seeds on top of the stir-fry.

Serve with the steamed rice.
