Step 1
Preheat the oven to 400°F. Line a large sheet pan with foil. Arrange 4 tortillas on the pan; coat both sides with cooking spray. Bake until browned and crisp, 8 to 10 minutes, flipping the tortillas and rotating the pan halfway through. Remove the baked tortillas from the pan; repeat the process with the remaining tortillas (or use two pans and bake all 8 at the same time if possible).
Step 2
Meanwhile, coat a small nonstick skillet with cooking spray and heat over medium. Add the turkey to the pan; cook until no longer pink, about 5 minutes, stirring frequently to crumble. Stir in the taco seasoning and ¼ cup water; cook until the sauce thickens, about 1 minute. In a small bowl, stir together the pizza sauce and salsa.
Step 3
Heat the broiler to high. Spread ¼ cup refried beans onto each of 4 tortillas; top evenly with the turkey mixture. Top each with another tortilla. Spread 2 tbsp salsa mixture over each top tortilla; sprinkle each with ¼ cup cheese. Arrange the tortilla stacks on the pan. Broil until the cheese melts, 1 to 2 minutes. Sprinkle the tomatoes and scallions, if desired, on top.
