Measure dry ingredients and set aside.
Step 2
Line a baking sheet with parchment or wax paper.
Step 3
Bring butter, sugar, and milk to a full rolling boil over medium to medium high heat stirring frequently. As soon as mixture comes to a full rolling boil remove from heat.
Step 4
Add vanilla. Stir.
Step 5
Add oats, apples, and dry pudding mix. Stir to combine. Let sit for about 15 minutes.
Step 6
Add white chocolate chips and toffee chips if desired. Stir.
Step 7
Drop cookies onto prepared baking sheet. Sprinkle with sea salt.
Step 8
Let rest until completely cooled. Store in an air tight container.
