Chop cabbage in small pieces or shred and add to large mixing bowl. Whisk together the milk, butter, shredded cheese, black pepper, salt and eggs. Toss with chopped cabbage. Spray a 2 to 3 quart baking dish with cooking oil and add cabbage mixture to dish. Sprinkle on topping
