Preheat oven to 350°F. Cook rice according to package instructions and set aside. Melt butter in a medium saucepan over medium-high heat. Add onion and garlic and cook until onion is softened and garlic is fragrant (2-3 minutes). Whisk in flour and stir until a paste forms and flour browns (about 1 minute). Whisk in half & half and stir until mixture comes to a simmer and thickens (2-3 minutes). Remove from heat and stir in salt, pepper, paprika, mustard powder, and 2 oz cheddar cheese. Season to taste. In a large bowl, combine cooked rice, broccoli, and cheese sauce. Spray a small casserole dish with cooking spray and spread in casserole mixture evenly. Top with remaining 2 oz cheddar cheese and bake until casserole is lightly browned on the top and edges (35-40 minutes).
