In a medium bowl, whisk cocoa, sugars and salt. Add milk and using hand mixer or whisk, beat to combine until dissolved. Stir in cream and vanilla. Cover and refrigerate 1-2 hours or overnight. Turn on ice cream maker, pour mixture into freezer bowl and mix 15-20 mins.
