In a large bowl, combine wings with orange juice, oil and chili powder and season with salt and pepper. Using tongs, toss to combine. Place onto a large baking sheet fitted with a cooling rack in a single layer. Roast 30-45 minutes, flipping halfway through, until the wings are golden and crisp.
Step 3
In a small sauce pan, combine soda, hot sauce, sugar, butter, garlic, orange zest and red pepper flakes. Season with salt and bring to a boil, whisking until all ingredients are fully combined. Bring to a simmer and let reduce by half, stirring occasionally, about 20 minutes.
Step 4
In a large clean bowl toss wings in sauce. Garnish with chives and serve.
