Step 1

Preheat the oven to 400 degrees F.

Step 2

In a large skillet, add the beef, the onion, and the green pepper and cook until it is no longer pink.

Step 3

Drain the excess grease.

Step 4

Add the pinto beans, the black beans, the diced tomatoes with green chilies and their juices, the water, the chili powder, the ground cumin, the salt, and the pepper to the beef mixture and bring to a boil.

Step 5

Reduce the heat, cover the skillet, then simmer the beef mixture for 10 minutes.

Step 6

In a small bowl, combine the cheddar cheese and the Monterey Jack cheese.

Step 7

In a 9x13-inch baking dish, layer about 3/4 cup of the beef mixture, 1 of the tortillas, and about 1/3 cup of the cheese mixture. Repeat the layers in that order with the remaining ingredients.

Step 8

Cover the dish with foil and then bake until the cheese has melted, about 7 minutes.

Step 9

Serve the bake topped with the tomatoes, the cilantro leaves, and the avocado.
