Preheat the oven to 400 degrees F.

In a large skillet, add the beef, the onion, and the green pepper and cook until it is no longer pink.

Drain the excess grease.

Add the pinto beans, the black beans, the diced tomatoes with green chilies and their juices, the water, the chili powder, the ground cumin, the salt, and the pepper to the beef mixture and bring to a boil.

Cover the dish with foil and then bake until the cheese has melted, about 7 minutes.
Step 9
Serve the bake topped with the tomatoes, the cilantro leaves, and the avocado.
