In a large pot of boiling water, cook soba noodles according to package directions. Season shrimp with salt and pepper and set aside. Meanwhile, in a large skillet over high heat, heat oil. Add ginger and cook until softened and flavor infuses oil, 5 minutes. Reduce heat to medium-high and add scallions and garlic. Cook, stirring to prevent garlic from burning, 2 minutes. Add shrimp and sear on both sides until just barely pink. Transfer to a plate. Add soy sauce, wine, and honey to skillet. Bring to a boil, then reduce to a simmer until mixtures becomes a thick sauce, about 5 minutes. Add shrimp and noodles and toss. Drizzle with sesame oil (if using) and serve.
