Place all ingredients in an Instant Pot. Press saute button and whisk until marshmallow creme has melted. Place the cover on the pot and set timer to 3 minutes on high pressure (pressure cook setting). It will take the IP around 6 minutes to build up pressure before it begins cooking.
Step 2
When cook time is done, let the pressure release naturally until the silver float valve drops. Remove cover and use a ladle to pour hot chocolate into mugs. Top with whipped cream, mini marshmallows and shaved chocolate and serve immediately.
