Step 1
Preheat and Season: Start by heating your oven to 500 degrees F (260 degrees C). Season the roast liberally with salt, pepper, garlic powder, and onion powder.

Roast: Place the seasoned roast in a roasting pan without covering or adding water. Insert into the oven, then immediately reduce the temperature to 475 degrees F (245 degrees C). Cook for exactly 21 minutes.
Step 3
Rest in Oven: Turn off the oven and let the roast sit inside—without opening the door—for 2 1/2 hours. This allows the roast to continue cooking in residual heat.
Step 4
Serve: Remove the roast, ensuring it has reached an internal temperature of at least 145 degrees F (65 degrees C). Carve into thin slices and serve immediately.
