Step 1

Chop the cabbage, scallions, garlic and bell pepper.

Step 2

Separate the scallion bulb from the leaves.

Step 3

Cut the beef into chunks if not already cut.

Step 4

Turn on the instant pot and switch to Saute mode.

Step 5

Add the olive oil, then add the beef.

Step 6

Add a pinch of salt and black pepper and stir the beef till it is browned.

Step 7

Add the scallion bulb and garlic and stir till softened.

Step 8

Add the bell pepper, tomato paste, cayenne pepper, bouillon powder, thyme, and salt.

Step 9

Pour in 2 cups of meat stock, and 2 cups of water.

Step 10

Press the manual mode on the Instant pot and set it to 45 minutes.

Step 11

After the instant pot counts down, do a quick release.

Step 12

Add more salt and spices if you desire.

Step 13

Add the scallion leaves and cabbage and cover the instant pot for 5 - 10 more minutes.

Step 14

Serve and enjoy!
