Preheat the oven to 450 degrees F.

Whisk together the flour, the baking powder, the baking soda, the sugar, and the salt in a bowl.

Cut in the cold butter with a pastry blender or a fork until coarse crumbs form.

Stir the buttermilk into the flour mixture until just combined.
