Preheat the oven to 400 degrees F.

Coat a 9x13-inch casserole dish with nonstick spray.

Place the potatoes in a large bowl.

Pour the melted butter on top of the potatoes and sprinkle them with 1/2 teaspoon of the salt.

Mix until the potatoes are thoroughly coated.

Line the bottom and the sides of the prepared casserole dish with the potatoes, overlapping as needed.

Bake until the potatoes are fork-tender, about 20-30 minutes.

Heat a large skillet over medium-high heat.

Cook and stir the ground beef in the hot skillet until it is browned and crumbly, about 5-7 minutes.

Drain the fat from the skillet.

Transfer the cooked beef to a large bowl.

Add the cream of mushroom soup, 3/4 cup of the cheddar cheese, and the milk to the beef mixture, and then season it with the extra salt and the pepper.

Mix the beef mixture until well-combined.

Pour the beef mixture over the potato crust and bake until heated through, about 15 minutes.

Sprinkle the remaining cheese over the top of the filling and bake until melted, about 4-5 minutes.
