Preheat the oven to 375 degrees F.

Coat an 11x7-inch baking dish with cooking spray.

Coat a large skillet with cooking spray.

Place the coated skillet on the stove-top over medium heat.

Add the turkey, onion, and peppers to the skillet and cook while crumbling the turkey until it is no longer pink and the veggies are tender, for about 6-8 minutes.

Add the garlic to the turkey and veggie mixture and cook, for about 1 minute.

Transfer the skillet from the heat and carefully drain the excess grease.

Still away from the heat, stir the beans, tomatoes, water, rice, olives, chili powder, and salt into the turkey and veggie mixture.
