Preheat the oven to 350 degrees F.

Grease a 9x13-inch baking dish.

In a medium bowl, add the butter and the flour and use a pastry blender or two knives to cut it in until the mixture resembles coarse meal.

Stir 1 cup of the pecans into the butter-flour mixture.

Press the crust mixture into the bottom of the prepared baking dish.

Bake the crust until it is golden, about 15 minutes.

Let the crust cool completely.

While the crust is cooling, in a medium bowl, add the cream cheese, the confectioners' sugar, and 1 cup of the whipped topping and beat with an electric hand mixer until it is smooth.

In a large bowl, whisk the chocolate pudding mix, the vanilla pudding mix, and the milk together until there are no lumps.

Add the cream cheese mixture and to the pudding mixture and stir until it is smooth.

Pour the filling onto the cooled crust.

Spread the remaining whipped topping over the filling and sprinkle with the remaining pecans.

Chill the casserole in the refrigerator until serving.
