Adjust an oven rack to the center position.

Preheat the oven to 400 degrees F.

Line a baking sheet with foil.

Place the potatoes on the prepared baking sheet and brush them all over with the oil.

Bake the potatoes until they are easily pierced with a fork, about 40 minutes.

Let the potatoes stand until they are cool enough to handle.

Cut the potatoes in half lengthwise, then use a spoon to scoop out the potato flesh and transfer to a bowl.

Reserve the potato skins for another use or discard.

Add 1/4 cup of the flour, the salt, and the pepper to the potato and mix to combine.

Working one at a time, shape small portions of the potato mixture into 1-1/2-inch cylinders.

In a microwave-safe bowl, combine the water and the beef bouillon cubes and microwave until hot, about 1 minute 30 seconds.

In a saucepan over medium heat, melt the butter with the remaining flour.
