Preheat oven to 325 degrees.

Whisk together the vinegar, Worcestershire sauce, water, ketchup, salt, paprika, chili powder, and sugar. Set aside.

Place the beef, in an even layer, into a Dutch oven or roasting pan with a good fitting lid.
