In a medium-sized mixing bowl, whisk the milk and pudding mix until the mixture thickens.

Step 2

Add the vanilla extract and fold in the cool whip until blended. If it is a little lumpy, use a whisk to beat out any remaining lumps.

Refrigerate for at least 30 minutes before frosting cake or cupcakes. It will thicken a little bit more as it chills.
