Step 1
Arrange a rack in the middle of the oven and heat the oven to 400°F.

Peel and mince 6 cloves garlic. Melt 8 tablespoons (1 stick) unsalted butter over medium heat in a small saucepan. Add the garlic, 1/2 cup olive oil, 2 teaspoons Italian seasoning, 1 teaspoon garlic powder, and 1/2 teaspoon kosher salt, and stir to combine. Remove from the heat.
Step 3
Unwrap 2 (16-ounce) cans biscuit dough. Use kitchen shears to cut each biscuit into quarters. Roll each piece into a tight ball.
Step 4
Pour 1/2 cup of the garlic-butter mixture into a quarter sheet pan or 9x13-inch baking pan (preferably metal), then brush the butter on the bottom and up the sides of the pan. Add the dough balls and arrange into tight rows. Pour the remaining butter evenly over the dough balls.
Step 5
Bake the bubble bread until just beginning to brown, 20 to 22 minutes. Meanwhile, shred 2 ounces mozzarella cheese (about 1/2 cup), and grate 2 ounces Parmesan cheese (about 1/2 cup).
Step 6
Remove the pan from the oven and sprinkle with the mozzarella and Parmesan. Return the pan to the oven and bake until the cheese is melted and just beginning to brown, about 5 minutes more.
