In a large bowl, add the chopped chicken, the cream of chicken soup, the cream of celery soup, the cream of mushroom soup, the onion powder, the garlic powder, the black pepper, the water, the milk, and the rice and stir well to combine.

Evenly pour the chicken mixture into the prepared baking dish and top with the parmesan cheese.

Bake the chicken bake until the cheese is melty and bubbly, about 40-50 minutes.

Serve the chicken bake garnished with the parsley.
