Pour 1 cup of water into a 6-quart Instant Pot. Add potatoes and salt.
Step 2
Secure lid and turn valve to seal.
Step 3
Cook on "Pressure Cook" (or "Manual") high pressure for 10 minutes. When the timer goes off, turn valve to vent, to quick release pressure. When depressurized, carefully remove cover.
Step 4
Drain potatoes, using a colander in the sink. Return potatoes to Instant Pot.
Step 5
Add milk, butter, and pepper to potatoes. Mash thoroughly with a potato masher. Add more milk as needed to achieve desired consistency.
