For Dipping Sauce: Whisk all ingredients together. Taste and adjust seasoning. Set aside. For Dumplings: Combine pork, cilantro, green onion, garlic, ginger, pepper, rice vinegar and tamari in a medium bowl. Stir well to combine thoroughly. Following the instructions on the wonton wrapper package and fold a heaping teaspoon of pork filling into each wrapper and set aside on wax paper. Steam the dumplings in a large skillet in a single layer with just enough water to cover the bottom for 15 to 20 minutes (covered). Remove a dumpling and cut into it to make sure that the pork is fully cooked. Carefully remove dumplings with a slotted spoon to a platter. Serve immediately with dipping sauce.
