Step 1
Preheat oven to 325° F. Line 2 baking sheets with parchment paper or silicone mats.
Step 2
In a large bowl, combine boiling water, oats and butter. Stir briefly and let stand for 10 minutes.

Add the cornmeal, sugar, chicken bouillon, milk, cheese, and egg to the oat mixture and mix well. Stir in the whole wheat flour, one cup at a time, until a stiff dough is formed.
Step 4
Transfer the dough to a lightly floured surface and knead, adding additional flour if necessary, until the dough is smooth and no longer sticky.
Step 5
Divide the dough in half. Working with one half at a time, roll out the dough out with a rolling pin to ½-inch thickness. Cut into desired sizes depending on the size of your dog and place on prepared baking sheet.
Step 6
Bake until golden brown, about 35-45 minutes. Remove from oven and allow to cool completely before storing in an airtight container.
